Job Title: MEAL Officer
Job location: Lebanon (Beirut with field travel)
Reports to: Country Representative and technically to HQ MEAL Department
Contract Type: National Staff, Full-Time
Salary Range: $1,300 - $1,500
JOB SUMMARY
The MEAL Officer is responsible for designing, implementing, and maintaining Monitoring, Evaluation, Accountability, and Learning systems across MedGlobal Lebanon programs, ensuring data quality, accountability to affected populations, learning, and evidence-based decision-making.
MAIN DUTIES AND RESPONSIBILITIES
Monitoring & Data Management
• Develop and implement MEAL plans aligned with project log frames and donor requirements.
• Design, manage, and update data collection tools (quantitative and qualitative).
• Conduct routine field monitoring and data verification visits.
• Ensure ethical data collection, storage, and confidentiality.
Evaluation & Learning
• Support baseline, midline, and endline assessments.
• Contribute to evaluations, lessons-learned exercises, and after-action reviews.
• Promote adaptive programming through regular analysis and feedback to program teams.
Accountability to Affected Populations
• Establish and manage feedback and complaints mechanisms, including PSEA-related referrals.
• Ensure communities are informed of services, entitlements, and feedback channels.
• Coordinate with safeguarding focal points as required.
Reporting & Coordination
• Provide MEAL inputs to donor reports, proposals, and internal dashboards.
• Support program teams in integrating MEAL findings into implementation.
• Coordinate with HQ MEAL colleagues as required.
QUALIFICATIONS AND SKILLS
• Bachelor's degree in public health, Social Sciences, Statistics, or related fields.
• Minimum 3 years of MEAL experience in humanitarian or development settings.
• Strong analytical and reporting skills.
• Experience with donor MEAL frameworks and data tools.
• Demonstrated experience using mobile data collection platforms (e.g. Kobo Toolbox, ODK).
• Strong proficiency in Excel. Experience with Power BI or other data visualization tools preferred.
• Fluency in English and Arabic.
